新华社东京５月２５日电（记者钱铮）日本参议院全体会议２５日通过新修订的资金结算法，将引进登记制度对从事比特币等虚拟货币交易的交易所进行管理，以防止虚拟货币被用作恐怖组织资金等。
On 25 May, the Xinhua Society in Tokyo (Reporter Money) in plenary session of the Japanese Senate adopted a newly revised law on the settlement of funds, which will introduce a registration system to regulate exchanges engaged in virtual currency transactions, such as Bitcoin, in order to prevent virtual money from being used as funds for terrorist organizations.
新法将在公布一年内生效。根据这部新修订的法律，虚拟货币可充当结算手段，从事虚拟货币与现金之间兑换的交易所有义务到金融厅登记，金融厅作为监管部门有权进入交易所检查，并向交易所发出要求整改业务或停止交易的命令。
The new law will enter into force within one year of its publication. Under the new amended law, virtual currency can serve as a clearing tool, an exchange engaged in the exchange of virtual money and cash is obliged to register with the Financial Office, which, as the supervisory authority, has the right to enter and inspect the exchange and issue an order to the exchange to restructure the operation or suspend the transaction.
共同社报道说，对虚拟货币加强管理的目的是防止其被用作恐怖组织资金以及被用于洗钱，另外还有保护使用者的目的。
JS4 reported that the purpose of strengthening the regulation of virtual currencies was to prevent them from being used as funds of terrorist organizations and for money-laundering, as well as to protect users.
曾是世界最大比特币交易商的Ｍｔ．Ｇｏｘ发生巨额比特币丢失事件后，金融厅等相关部门一直在探讨如何对虚拟货币进行管理。欧美各国也都在完善对虚拟货币的监管。
In the wake of the huge Bitcoin loss of Mt. Gox, the world’s largest Bitcoin dealer, relevant sectors, such as the Financial Office, have been exploring how to manage virtual money. Countries in Europe and America are also improving their regulation of virtual money.
当天通过的还有新修订的银行法，使银行控股公司有权在获得金融厅个别认可的基础上收购ＩＴ相关风险企业。修订目的是促进金融科技普及，便于提供新的结算服务。
Also adopted on the same day is the newly amended Banking Act, which entitles bank holding companies to acquire IT-related risk enterprises on the basis of individual accreditation by the Office of Finance.
