序 言

  “十四五”時期是我國全面建成小康社會、實現第一個百年奮鬥目標之後,乘勢而上開啟全面建設社會主義現代化國家新征程、向第二個百年奮鬥目標進軍的第一個五年,也是大興區落實首都城市戰略定位、加快建設“新國門·新大興”的關鍵時期。《北京市大興區國民經濟和社會發展第十四個五年規劃和二〇三五年遠景目標綱要》是打造國家發展新的動力源、建設首都南部發展新高地的五年規劃,是順應人民群眾對美好生活嚮往的五年規劃。

  本規劃以習近平新時代中國特色社會主義思想和習近平總書記對北京重要講話精神為根本遵循,依據《中共中央關於制定國民經濟和社會發展第十四個五年規劃和二〇三五年遠景目標的建議》《中共北京市委關於制定北京市國民經濟和社會發展第十四個五年規劃和二〇三五年遠景目標的建議》《中共北京市大興區委關於制定大興區國民經濟和社會發展第十四個五年規劃和二〇三五年遠景目標的建議》編制,與《北京城市總體規劃(2016年-2035年)》《大興分區規劃(國土空間規劃)(2017年-2035年)》緊密銜接,系統闡明區委區政府的戰略意圖,明確“十四五”時期全區經濟社會發展的主要目標和任務路徑,是政府履行職責、編制年度計劃和制定各項措施的重要依據,是全區人民共同奮鬥的行動綱領。

第一章 把握新形勢,引領新發展
