一、什么是区块链备案
I. What's a block chain record?
国家互联网信息办公室发布的《区块链信息服务管理规定》(下称“《管理规定》”)，要对信息服务平台如网站等，进行网上备案。管理规定的正式施行标志着我国开始了对区块链信息服务的正式监管。对于信息服务相关从业者来说，备案后意味着有法可依，防止未备案被屏蔽。据悉，目前已有部分可疑未备案网站已被屏蔽，所以，服务提供主体要尽快发起申请。《区块链信息服务管理规定》第十一条规定，区块链信息服务提供者应当在提供服务之日起十个工作日内通过国家互联网信息办公室区块链信息服务备案管理系统填报服务提供者的名称、服务类别、服务形式、应用领域、服务器地址等信息，履行备案手续。所以基于区块链技术的NFT平台、数字藏品、元宇宙、Baas等都要参加备案。

截止7月29日，2022年已经发布了三批境内区块链信息服务备案编号，分别是3月份发布的第七批、5月份发布的第八批、7月份发布的第九批。

4、备案号：样式京网信备110XXXXXXXXXXX号，开头是各地简称、后面由20位数字组成。区块链信息服务提供商应在其互联网网站、应用程序等显著位置显示其归档号码。
