11月20日，上海證券交易所（以下簡稱上交所）和迪拜金融市場（以下簡稱DFM）宣佈簽署合作諒解備忘錄，以進一步加強資本市場之間的合作交流。這一夥伴關係的落實，是中國資本市場對外開放、加強跨境合作的又一重要里程碑。
On November 20, the Shanghai Stock Exchange (hereinafter referred) and the Dubai Financial Market (hereinafter referred to as DFM) announced the signing of a memorandum of understanding to further enhance cooperation between capital markets. The establishment of this partnership is another important milestone in China’s capital market’s opening-up and strengthening of cross-border cooperation.
該夥伴關係不僅促進了上交所和DFM的資訊交流，還將有效提升兩個市場的效率和透明度。根據合作諒解備忘錄，上交所和DFM計劃共同探索開發ESG和可持續發展相關的産品，滿足兩個市場參與者的需求。此外，雙方還將共同探索開發包括跨境指數、ETF等金融産品，向市場參與者介紹各自的優勢，併為他們提供更為豐富便捷的資本市場服務。
The partnership will not only facilitate the exchange of information between submission offices and DFMs, but will also improve efficiency and transparency in both markets. According to the memorandum of understanding, the submission and the DFM program jointly explore the development of ESG and sustainable development-related goods to meet the needs of two market participants.
上交所總經理蔡建春表示，很高興與DFM建立合作夥伴關係。上交所期待與DFM深化溝通交流，共同探索在指數、ETF、ESG等領域的合作機會。下一步，上交所將在中國證監會的統一部署下，進一步深化高水準制度型對外開放，繼續探索與中東地區交易所的多元化合作對接機制。加強雙邊合作、探索多邊合作，不斷豐富合作形式，深化合作內容。
Executive Director Choi Jianchun said he was pleased to establish a partnership with the DFM. He looked forward to deepening his contacts with the DFM and exploring opportunities for cooperation in the fields of indexing, ETF, and ESG. Next, the submission will further deepen the openness of the high-water regime under the China SEC umbrella, continuing to explore a multi-stakeholder interface with the Middle East regional exchange.
DFM首席執行官Hamed Ali表示，DFM與上交所之間的合作諒解備忘錄標誌著我們在加強國際合作和促進資本市場發展關鍵領域的合作方面邁出了重要一步。這種合作關係為探索新機遇和擴大市場打開了新的大門。他表示，在不斷變化的金融環境中，全球合作至關重要，希望與上交所一起，互通雙方的最佳實踐和專業知識，並加強金融生態系統的發展。
The Chief Executive Officer of DFM, Hamed Ali, said that the cooperation between DFM and the submission was an important step forward in strengthening international cooperation and promoting cooperation in key areas of capital market development. This partnership opened new doors to exploring new opportunities and expanding the market. He said that global cooperation is essential in a constantly changing financial environment where he hopes, together with the submission, to share the best practices and expertise of both sides, and to enhance the development of financial systems.
